Sanford Consortium Parking Policy & Regulations
Effective Date: January 1, 2026
Applicability: Sanford East Lot and Sanford West Lot
Please be advised that the Sanford Consortium is transitioning to a new daily virtual parking permit requirement to better manage our parking lots. Please review the following protocols regarding lot usage, eligibility, and enforcement.
1. Parking Operations
Parking in both East and West lots, for eligible members, public visitors, and for events happening at the Consortium, is strictly first-come, first-served basis and subject to availability. There is no longer a distinction between the two lots. If both lots reach capacity, you must utilize free street parking or the Gliderport dirt lot (P386). The Gliderport lot is free for UCSD A/B permit holders and $4/day via the ParkMobile app for non-permit holders. The Sanford Consortium is not responsible for space availability.

In compliance with the American with Disabilities Act (ADA), 21 accessible spaces are available in the East Lot. Please note that payment is required for all ADA accessible spaces.

Valid parking authorization or visitor payment is required seven days a week. All visitors, including those driving non-registered vehicles or rentals, must pay the applicable Visitor Parking fee via the designated payment system.

2. Permit Eligibility and Allocation
Physical permits are replaced by LPR technology. Your license plate acts as your permit.
Parking permits for the Sanford Lots are restricted to Eligible Parkers who meet all the following criteria:
-
Resident faculty, post-docs, graduate students, or full-time laboratory/department staff with a valid Sanford Building access card.
-
Explicit approval from their respective Lab or Department Head.
-
Successful vehicle registration with the Sanford Consortium administration.

3. Vehicle Registration
To maintain eligibility and avoid citations, Authorized Parkers must adhere to the following:
-
Complete and submit the Parking Registration Form.
-
A maximum of two (2) vehicles may be registered per person. However, only one (1) registered vehicle may be parked in the Sanford Lots at any given time.
-
Parkers are responsible for updating vehicle or license plate information immediately. Citations resulting from outdated or incorrect data in the system will be considered valid and enforceable.
-
Lab/Department Heads must authorize newly eligible personnel within five (5) business days of their starting date.
-
Parking authorization will be revoked immediately upon loss of eligibility (e.g., termination of building access).

4. Payment for Visitors
• Scan to Pay: Scan the QR codes posted throughout the lots using your phone’s camera.
• Text to Pay: Text the number displayed on the lot signage.
• Pay by App: Download the ACE Parking app. Create an account or login and find the Sanford Consortium (Lot # 1680) parking lot to reserve.
• Visitors without a smartphone may process their payment using a dedicated iPad located in the Main Lobby.

5. Enforcement and Citations
Sanford Consortium does not manage parking citations, appeals, or towing. If you receive a citation or have a concern regarding enforcement, please contact ACE Parking Management directly.
-
Violations: Unauthorized vehicles or those failing to pay visitor fees will be issued citations.
-
Towing: ACE Parking is authorized to tow persistent violators after three noted citations, at the vehicle owner's expense.
-
Appeals: The Sanford Consortium does not manage, waive, or adjudicate parking citations. All inquiries, disputes, or appeals must be directed to the third-party parking management company.
Sanford Parking FAQ
What’s changing with the new parking arrangement?
Sanford is switching from physical parking decals to a License Plate Recognition (LPR) system in coordination with ACE Parking Services. All enforcement will now be virtual and based on your registered license plate and vehicle information. Only authorized employees will be eligible for a SCRM parking “permit”.

Are both the East and West parking lots still available?
Yes. Both East and West parking lots will remain open for SCRM parking. There is no longer any distinction between them. Any authorized parker can use any open spot in either parking lot.

How do I know if I'm eligible for parking at Sanford?
You must meet all the following conditions:
-
Are a resident faculty, post-doc, graduate student and/or full-time, long-term laboratory and department staff who have been issued a valid Sanford Building access card;
-
Are authorized by their Lab or Department Head;
-
Have registered your vehicle and license plate with Sanford.
Why am I not eligible for a parking space?
If you are not resident faculty, post-doc, graduate student and/or full-time laboratory and department staff; have not been issued a valid Sanford Building access card; and/or have not been allocated a spot by a lab/department head, you cannot obtain a SCRM parking “permit”.

When can I not park at SCRM?
There is no overnight and multi-day parking allowed. Parking in either the West or East lot between the hours of 11pm to 6am is prohibited.
Are there different parking rules on holidays or special events?
Holidays - regular rules apply.
Special events (Golf tournament/big events with reserved event parking) - building notices will be issued. Remains a first come-first serve basis.
What are the enforcement measures?
ACE will enforce the property seven days a week. All vehicles without a permit or payment will be cited and repeat offenders will be towed at your expense.

How do I pay to park?
Scan to Pay: Simply scan the QR codes posted throughout the lots using your phone’s camera.
Text to Pay: Text the number displayed on the lot signage (message and data rates may apply).
Pay by App: Download the ACE Parking app from the Google Play Store or the Apple App Store. Create an account or login and find the Sanford Consortium parking lot to reserve.
All payment methods are secure, and you will receive text confirmations regarding your reservation and expiration details.
Visitors without a smartphone may process their payment using a dedicated iPad located in the Main Lobby.

What happens if the lot is full when I arrive?
Both lots are now treated as a first come, first serve basis. The Gliderport dirt lot is available for overflow (reserve and pay via ParkMobile app) or surrounding street parking.

Can I get a temporary permit for my rental?
No, rental vehicles cannot be registered in our system. Each user is limited to two registered vehicles, and any vehicle not on file must pay the applicable parking rate.
